I'm sure it's German. My mother, however, is a German major, so it might not be a phrase used by anyone else on this planet. I think it involves "die Kleider" and "get dressed." Mostly yelled at my six year old brother who wanted to go to school in his pajamas.
And we're Irish. None of us have ever been to Germany. ^_^
